Not really a bug, but I don't think there is a 'Site Help' section (yet, hint hint).

Looking through the rules about Marketplace posts, there are some contradictions/unclear rules. Their is a section mentioning WTB posts, and telling us to use the search function before making a post.

The search function exists!
Before posting a WTB (Want To Buy) listing, please use the search function, you never know if someone has already listed it.

But then a later section says not to post any WTB listings at all.

4) Selling and Trading posts only, no Buying
Posts for selling or trading only. If you want to buy something, using the search function would be your best option..

The option available to post WTB listings still exists in the options when making a post. Is this a mistake, or are the rules incorrect/not finalized?

Further, assuming we are allowed to post WTB listings, the site still requires a picture be added to the listing. If we are looking to buy, then obviously there are no pictures to post. So either the option to post WTB listings needs to be removed, or the picture requirement needs to be lifted from WTB listings.
